There are six Turtle’s Paradise flyers and newsletters scattered throughout the game. Once you have found all six you can return to the Turtle’s Paradise Pub in Wutai and speak to the bartender to receive your reward which include:

The locations for each of the flyers are detailed below:
Turtle’s Paradise News No. 1
The first newsletter is in the shack located at the bottom-right side of the slums area in Sector 5. Proceed upstairs to find a young boy sleeping in a bed. On the wall you will find the newsletter.
Turtle’s Paradise Newsletter No. 2
The second newsletter is located on the second floor of the Shinra Building. You can only read it during either your first trip through the Shinra Building on Disc 1 or during the second visit when the team parachutes in. If you miss it both of these times it is impossible to complete the Turtle’s Paradise side quest.
Turtle’s Paradise No. 3
The third newsletter is located in the Ghost Square area of Gold Saucer.
Turtle’s Paradise Newsletter Number 4
The fourth newsletter is found in the weapon shop in Cosmo Canyon on the wall.
Turtle’s Paradise No. 5
The fifth newsletter is located on the second floor of the Pub Starlet which is also located in Cosmo Canyon.
Turtle’s Paradise No. 6
The sixth newsletter is located in Wutai in Yuffie’s basement.
Return to the Turtle’s Paradise Pub in Wutai. You have to read the flyer on the outside of the pub in order to initiate the side quest which you will have automatically completed if you followed the steps above. Speak to the bartender to receive your rewards.
