This Mission requires the completion of Mission 14 and you will need to ride a Chocobo in order to reach the Mission Stone.
The Cie’th Stone is located on top of some mountains in the Central Expanse area of the Archylte Steppe. Use the nearby illuminated yellow circles on the ground, while riding your Chocobo, to have it automatically jump up to the top of the cliffs.
The Cie’th Stone for Mission 15 can be found up here but you can also find a Treasure Sphere on the other side of the cliffs that contains a 
Rod of Thorns. This weapon is not very useful for her as it increases her Strength stat rather than her Magic stat which only helps her in roles that she’s not good in anyway.
The mark for this hunt can be found in the Northern Highplain area of the Archylte Steppe very close to where Cie’th Mission Stone 11 is located.

This battle is exactly like the one you did for Mission 13 and does not require any complex strategy to defeat. You can get a preemptive strike, though its a bit harder with how many extra Goblins are included in this fight. Focus on taking out the three Goblins before defeating the Goblin Chieftain.
