White Element is an Element-type enemy that you can find along the Mi’ihen Highroad. You need to capture five of each Element-type enemy to unlock Nega Elemental in the Species Conquest section of the Monster Arena.
Elements are heavily resistant to physical attacks, which makes Lulu the best option for taking them out. White Elements, in particular, are weak against fire-based magic. Have Lulu cast 
Fire or Fira on them to take them out quickly.
