You will encounter this Cie’th Stone when you first reach the Palisades on your way to Taejin’s Tower. If you are currently completing the story sections of Chapter 11 you will only be able to complete this Mission if you completed Mission 18 - So Close, Yet So Far back in the Mah’habara Subterra.
This mark is accompanied by two Goblins, a Munchkin Maestro and another Munchkin.
The Cie’th stone is located in the Palisades which is the area just after you leave the Sulyya Springs. The Palisades are the first part of Taejin’s Tower and the mark can be found on your way to the entrance.
The mark and the enemies that join it can be found along the Palisades pathway just off to the left before you reach the Tyrant’s Gate or Taejin’s Tower proper. Use the map below to help you locate them.

The strategy for defeating this Goblin Chieftain is the same as the strategy used for Mission 13 - Eternity, Unpromised, which was already a fairly easy battle. Start off by defeating the smaller Goblins and Munchkin first.
