In a treasure chest located in the Special Charter Shaft area of the Henne Mines. It has a very rare chance of appearing and will quite often take quite a number of attempts to obtain as it will only appear 10% of the time.
The best strategy for obtaining this Technick (which is probably the most difficult and frustrating one to obtain) is to check the area for the treasure chest and then run back out of the zone to the Phase 2 Shaft area. From there, rezone back in and travel back to where the treasure chest spawns.
Eventually the monsters will stop spawning and you will have a clear route to the chest to make additional runs.
Alternatively, travel to the Special Charter Dig area if you have already defeated Zodiark.
