This third Cie’th Stone activates right near where the mark from the previous hunt, Uridimmu, was defeated. It can be found in the Central Expanse region of the Archylte Steppe.
This mark can be found in the Tsubaddran Highlands area of the Yaschas Massif. Here’s now to get there…
From the Cie’th Stone for Mission 03, travel southeast back to the corner where the team came in, near where the Cie’th Stone for Mission 01 was located. When you look at the map and zoom all the way out you will see the pink star indicating where the game intends for you to go.
Start by heading back towards the first 
Save Station and proceed down the pathway nearby, to the south, which leads through the Southern Funnelway. A new area should load up, and its shown in the screenshot below, which you can use to make sure you’ve travelled to the right area:
You now have to travel through the entirety of Vallis Media, through the Base Camp where your team first arrived, and back up past where they found Hope near the waterfall. Once you reach the waterfall, if you haven’t picked it up previously, turn right and jump in behind it to find a Treasure Sphere that contains a 
Rune Bracelet.
A bit further on up the trail, after a few more battles, you will transition into the next zone which is the one where Ugallu is located - the Tsubaddran Highlands. The mark can be found on the far side of the zone.

Ugallu will bombard your party members with attacks fairly frequently. Make sure to use 
Libra on it early to reveal its weaknesses to Ice and Wind magic. Be prepared to shift into a more defensive focused paradigm but you should be able to make fairly quick work of this mark once you get it staggered because at that point it becomes susceptible to Launch.
